1.    Justification of the technical and qualitative characteristics of the subject of the procurement.

The technical task for the object “Overhaul of the bridge over the Murom River on the O-212553 Kharkiv – Lyptsi – Borysivka highway, km 25+773” was developed in accordance with DBN V.2.3-22:2009 “Bridges and pipes. Basic design requirements”, DBN V.1.2-15:2009 “Bridges and pipes. Loads and influences”, DBN V.2.3-4:2015 “Highways. Part I. Design. Part II. Construction.” and DBN A.2.2-3:2014 “Composition and content of design documentation for construction” taking into account the provisions of current regulatory legal acts in the field of environmental protection and ecological safety and other current regulatory documents..

Requirements for the quality of basic material resources are set out in the following regulatory documents:

–          DSTU 8959:2019 Asphalt concrete mixtures and asphalt concrete for roads based on bitumen modified with polymers. Technical conditions;

–          DSTU B V.2.7-119:2011 Asphalt concrete mixtures and asphalt concrete for roads and airfields. Technical conditions;

–          DSTU 9177-2:2022 Crushed stone and gravel materials for road construction. Technical conditions. Part 2. Unreinforced materials.

–          DSTU 3760:2019 Reinforcing bars for reinforced concrete structures. General technical conditions.

–          DSTU B V.2.7-43-96 Heavy concretes. Technical conditions.

–         DSTU B V.2.6-145:2010 Structures of buildings and structures. Protection of concrete and reinforced concrete structures from corrosion. General technical requirements.

–            DSTU B V.2.3-11-2004 Transport structures. Road guardrail type. General technical conditions.

2.    Justification of the expected cost, size of budget allocation.

The expected cost of the facility was determined according to the Consolidated Estimate “Overhaul of the Bridge over the Murom River on the O-212553 Kharkiv – Lypki – Borysivka Highway, km 25+773 (with development of design documentation)” for the implementation of measures to implement the Road Development Program of the Kharkiv Region for 2021 – 2025, approved by the decision of the Kharkiv Regional Council dated December 24, 2020 No. 12-VIII and in accordance with the Order of the Kharkiv Regional State Administration dated March 3, 2023 No. 74B “On determining the direction of use of subvention funds and approving the lists of facilities for capital, current repairs and funds for operational maintenance of public roads of local importance in the Kharkiv Region in 2023 at the expense of subventions from the state budget”.
