General information
Since January 1, 2018, two key reforms have been implemented in the road sector of Ukraine. The first is the establishment of the State Road Fund. The second is the decentralization of local roads.
7,328.9 km of local roads were transferred to the Kharkiv Regional State Administration. Of these, 1,275.9 km are regional roads, and 6,053 km are district roads. They were transferred to the balance of the Department of Capital Construction.
Establishment of the State Enterprise “Roads of Kharkiv Region”
On March 28, 2018, the State Enterprise “Roads of Kharkiv Region” was established. It performs the functions of a contracting authority and is the balance holder of local roads. Its main goal is the development of the road infrastructure of the Kharkiv region and the efficient use of resources.
Main areas of activity:
- construction, repair, and maintenance of local roads;
- providing proposals for forming the list of financed objects;
- performing the functions of the customer for construction and repair works;
- technical supervision during road construction and reconstruction;
- organization and conducting of public procurement;
- participation in eliminating the consequences of emergencies;
- approval of routes and issuance of permits for vehicles exceeding weight or size limits;
- performing other works permitted by law.
On March 1, 2019, all local roads of the region were officially transferred to the balance of the enterprise.
Results of the Reform
The reform changed the system of road management. The powers were decentralized, a new approach to financing was introduced, and the amount of funding for road infrastructure increased.
Now the formation of the list of priority facilities is carried out jointly with district administrations and territorial communities. Requests from deputies and residents of the region are also taken into account.
