State Enterprise “Roads of Kharkiv Region”
In order to ensure the development of local public roads in the Kharkiv region, improve the road management of the Kharkiv region, increase the efficiency of the use of material, financial and other resources in accordance with the tasks, duties and powers specified in the Laws of Ukraine “On Roads”, “On Road Traffic”, “On Road Transport” regarding ensuring safe traffic on local public roads, the State Enterprise “Kharkiv Region Roads” was established by order of the Head of the Regional State Administration dated March 28, 2018 No. 211.

Local roads
In 2018, 7334.0 km of local roads were transferred to the balance of the Department of Capital Construction in Kharkiv region, of which: regional – 1275.9 km, district – 6058.1 km. On March 1, 2019, all local roads in Kharkiv region were transferred to the balance of the state enterprise “Roads of Kharkiv Region”.

Decentralization
As part of the decentralization of road management in 2018, almost 120,000 km of local roads (regional and district) were transferred from the management of Ukravtodor to the management of regional state administrations. The transfer of local roads, along with sources of funding, to local authorities is necessary because local authorities are better informed about the problems and needs of residents of their regions, and therefore will be better able to determine the priority areas for directing the resources received.
